Controller of Site Safety (COSS) Initial


This course is intended for candidates who wish to set up a safe system of work on Network Rail’s infrastructure and act as a Controller of Site Safety. It also covers Personal Track Safety re-certification. Post mentoring and Interim Assessments are required mid term, prior to re-certification every two years which consists of a five day classroom based course and assessment.

Course Aims

Upon successful completion of the course candidates will be able to:

• Set up a safe system of work for groups working on the railway
• Act as a Controller Of Site Safety on Network Rail’s infrastructure in accordance with industry standards

• Green Zone Scenario exercise
• Safe system of Work in Red Zones
• Red Zone Scenario exercise
• How to give an Effective Safety Briefing
• Working within a Possession
• Checking Qualifications
• COSS working alone
• Additional duties
• Rail Incident Officer – An Overview
• Theory, Practical and Verbal assessments
• Duties of a COSS in relation to electrical power supply when isolations are required
• OLP/CRP (Optional)
• Feedback and Post Course Objectives


PQMS Limited will upload the relevant competence outcome(s) and result(s) to the Sentinel system.


6 Days


• Must be literate in English
• Must be a minimum of 18 years of age.
• Must hold a current Sentinel Track Safety Certificate endorsed with PTS (not under learning support) & full IWA or COSS.
• Must meet the relevant requirements of Network Rail Standard NR/L2/OHS/00124 medical fitness.
• Must meet the requirements of Network Rail Standard NR/L1/OHS/051 Drugs and Alcohol.
• Must bring Photographic I.D.
